Our commitment

The Government of the City of Pagadian is committed to ensuring that pagadian.govportalsolutions.com is accessible to all citizens, including people with disabilities, older adults, and users on limited-bandwidth devices. We follow the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA, the international standard adopted by the Department of Information and Communications Technology (DICT) under MC 004-2017 and the policy direction of the Magna Carta for Persons with Disability (RA 7277).

Our goal is that every page on this portal can be:

Features we've built in

  • Skip-to-content link on every public page so keyboard users can bypass repeated navigation.
  • Semantic HTML with proper heading hierarchy (h1 → h2 → h3) for screen-reader navigation.
  • Color contrast body text targets ratio ≥ 4.5:1 against background; visible focus rings on every interactive element.
  • Alt text on images for the City seal, hero photography, and content imagery.
  • Form labels tied to inputs via for/id. Required fields marked visibly and via aria-required.
  • Responsive layouts down to 320 px viewport width, with text reflow at 200% zoom.
  • Cebuano-Bisaya language toggle (in progress) so content is reachable in the local dialect, per RA 11032 Sec. 2(b).
  • Mobile-first performance tuned for 3G/4G LTE networks common in Region X.

Known limitations

We work continuously to improve accessibility, but some areas of the portal are still being upgraded:

  • Some legacy pages from prior implementations may not yet meet 2.2 AA. We are rebuilding them on a rolling basis.
  • PDF downloads in the Transparency archive may not all be fully tagged for screen readers. We accept requests for accessible alternatives (see contact below).
  • Map embeds and video content may not yet have captions or audio descriptions. Alternative summaries are available on request.
